Councilor Vargas pushes for stricter QC Anti-Bullying Ordinance; City Council to probe cases of bullying against PWD students

QUEZON City Councilor Alfred Vargas has called for a comprehensive review and amendment of the city’s Anti-Bullying Ordinance to address the alarming rise of bullying cases in local schools.

The move comes as Vargas  coordinated with the Quezon City Persons with Disability Affairs Office (PDAO) to specifically investigate reports of bullying and physical abuse targeting students with disabilities.

In a privilege speech, Vargas expressed his grief and outrage over a reported tragedy involving a 15-year-old student with a seizure disorder who allegedly took his own life after enduring relentless physical and verbal abuse from his peers. The victim was reportedly assaulted inside a school restroom while other students cheered, an incident captured on CCTV.

“Layunin po nating marinig ang lahat ng mga stakeholders, mapanagot ang sinumang dapat mapanagot na may sala o may pagpapabaya na dahilan ng malungkot na pangyayaring ito. All sides should be heard. Only the truth shall be pursued,” Vargas said.

The City Council has voted to investigate the incident.

Vargas likewise emphasized that the current systems in place must be re-evaluated to ensure that all schools are safe spaces rather than venues for violence.

He said that bullying happens in both public and private institutions, and that the local government must step in to stem bullying and abuse in all schools.

“Hindi po pwedeng idahilan ang pagkakaroon ng  ‘batang isip.’ This is a matter of life and death.

Vargas is particularly concerned about the vulnerability of the PWD community within the education system. By engaging PDAO, the councilor aims to create specialized reporting channels and stricter penalties for those who target students with special needs.

He also challenged school administrators and parents to take a more proactive stance, rather than merely reacting after a tragedy has occurred.

“Sa pagbalangkas o sa pag amyenda ng ating ordinansa, itanong din natin kung ano ba talaga ang tungkulin ng  mga magulang ng mga estudyante sa pag-report ng bullying.  Ano ang role, ang papel ng mga magulang kung yung anak nila ang binubully?  Lalo na, anong role ng magulang kung yung anak nila yung nambubully? Napakahalaga po ng papel ng magulang sa usaping ito, ” Vargas stressed.

The councilor ended his plea by calling on the public to break the culture of silence that surrounds bullying.

“Nananawagan po ako sa ating lahat na maging mas mapagmalasakit sa ating kapwa. Spread kindness. At siyempre, maging mapagmatyag at maagap sa pag-report sa mga insidente ng pang-aabuso at pambubully. Wala pong pamilya ang dapat makaranas ng ganitong pighati dahil sa bullying,” Vargas said.

'Sinelas.atbp' wants to bring a touch of Filipino culture into modern footwear

Sinelas.atbp was founded in August 2025 by Amelita Revilla with a simple goal in mind.

She wanted to start a small business of her own and what began as a personal dream slowly grew into something bigger after she met people who opened doors to opportunities that helped shape the brand into what it is today. What started as a small idea almost feels like a happy coincidence—or perhaps even a small miracle.

Pinky Esturco (Marketing Manager), Jared Servano (designer), Sofia Jude (designer), Amy Revilla (CEO) and Alma Belarmino (logistics).

Part of the inspiration behind the brand comes from the culture and craftsmanship of Lake Sebu in South Cotabato. This is home to the T'boli people, who are known for their colorful traditions, detailed crafts, and strong connection to their culture.

One of their most famous creations is the T’nalak cloth. It is woven from abaca fibers by women called Dreamweavers. Tradition says that the designs of the cloth come to the weavers in dreams guided by Fu Dalu, the spirit of dreams. Each T’nalak cloth is unique. No two pieces are the same. Each one reflects the creativity, stories, and environment of the T’boli people.

Alma Belarmino, Pinky Esturco, Amy Revilla, Sofia Jude & Jared Servano

Sinelas.atbp is inspired by this spirit of artistry. The brand wants to bring a touch of Filipino culture into modern footwear. In today’s fast-moving world, it offers footwear that is simple, meaningful, and comfortable while still honoring the richness of Filipino culture.

Living in an archipelago like the Philippines, travel is a big part of life. As more people explore different places, they look for products that match their style while offering comfort and quality. Local travel also encourages supporting local products. Many travelers now value items that carry a sense of place and story.

Sinelas.atbp wants to be part of that experience. The brand creates footwear that blends comfort, culture, and everyday style. It also focuses on sustainability. More people today care about how products are made. The brand supports responsible and sustainable production whenever possible.

In late 2025, we began working with Mr. Jared Servano, a titan of Mindanaoan design. A first runner-up on Project Runway Philippines and a representative of Filipino talent at the International Fashion Showcase in London, Jared brings a level of revolutionary expertise that ensures our products are not just "local," but world-class.

Sofia Jude & Jared Servano

To complement our footwear, we are launching our "At Iba Pa" line in collaboration with Ms. Sofia Jude, the visionary behind the brand ANORE. Sofia is an award-winning designer known for her victories at the Econest Design Competition and her status as a finalist in the HIBLA National Competition. As we work together we are expanding our reach into Ready-to-Wear products, such as bags, utilizing her signature aesthetic of ethnographic textiles and elongated patterns.

Sinelas.atbp is more than just a footwear. It also supports the artisan katutubo communities of Lake Sebu. By preserving their “dreamweaving” traditions, improving their livelihoods. And lastly, Sinelas.atbp promotes “Slow Fashion”.  By advocating  for slow, handmade and sustainable fashion, helps keep traditional method alive.

ABS-CBN recently dropped a heart-pounding “final escape” trailer that gives viewers a sneak peek of the intensified fight scenes and emotional turmoil that Liam and Olsen will have to overcome as their principles are put to the test.

Liam (Donny) and Olsen (Kyle) will face their biggest threat as the war against the hostage-takers, led by Emil (Joel Torre), turns personal. Liam will confront a painful dilemma, whether to protect his mother Greta (Lorna Tolentino) or allow justice to prevail, when he confirms that she is the true mastermind behind the La Playa Roja siege.

Olsen, on the other hand, will go head-to-head in an action-packed confrontation against his supposed father and hostage-taker Homer (Christian Vasquez). Meanwhile, Emil might be able to succeed in his long-awaited quest for revenge towards the Roja family when he casually shoots Liam during a heated exchange.

The high-stakes final standoff will also reach greater heights as Liam and Olsen put their lives on the line, with the help of the police force, to save the remaining hostages that are trapped in a tunnel surrounded with explosives.

House Panel OKs TINGOG Bills to Solve Classroom Crisis and Reform Senior High

QUEZON CITY — The House Committee on Basic Education and Culture took a decisive step toward resolving the country’s education crisis on Monday by approving three landmark reform bills.

Spearheaded by Speaker Ferdinand Martin G. Romualdez and TINGOG Party-list Representatives Yedda Marie K. Romualdez, Andrew Julian K. Romualdez, and Jude A. Acidre, the measures target the nation's 165,000-classroom shortage and stagnant learning outcomes.

The legislative package focuses on speed and specialization. The Classroom-Building Acceleration Program (CAP) Act (HB 5577) and the Emergency Classroom Building Act (HB 5103) empower local governments and the private sector to bypass traditional bureaucratic delays, even granting the President emergency powers to fast-track construction for the 5.1 million "aisle learners" currently affected by the backlog.

Simultaneously, the Education Pathways Act (HB 4248) aims to fix the Senior High School system by splitting it into two distinct tracks: a University Preparatory Pathway under DepEd and a Technical-Vocational Pathway under TESDA.

These reforms come at a critical time, as recent data shows 90% of Filipino 10-year-olds struggle with basic reading and the Philippines continues to rank at the bottom of international assessments in Math and Science.

Representative Jude Acidre, who chairs the House Committee on Higher and Technical Education, emphasized that the time for debate has passed in favor of immediate action.

“We cannot expect better learning outcomes from a system that lacks the basic conditions for learning. Infrastructure, curriculum, and governance must move in coordination,” Acidre said. “The era of diagnosing the problem is over. The next phase is disciplined implementation: classrooms delivered, pathways clarified, and results sustained.”

The approved measures now head to the plenary for further consideration, marking a significant shift in the government's strategy to modernize the foundations of Filipino education.
