FDCP Supports DTI, DOLE & DOH for JAO No. 2021-001 on Safe Filming Protocols for Production Activities

 

MANILA, PHILIPPINES, FEBRUARY 3, 2021 — The Department of Trade and Industry (DTI), Department of Labor and Employment (DOLE), and Department of Health (DOH) have issued Joint Administrative Order No. 2021-001 (JAO) on Health and Safety Protocols for the Conduct of Film and Audiovisual Production Shoots and Audiovisual Activities During COVID-19 Pandemic.


The DTI-DOLE-DOH JAO was signed by Trade Secretary Ramon Lopez, Labor Secretary Silvestre Bello III, and Health Secretary Francisco Duque III on January 12 with immediate effectivity. 


The issuance replaces JAO No. 2020-001 of the Film Development Council of the Philippines (FDCP), DOLE, and DOH on the Health and Safety Protocols for the Conduct of Film and Audiovisual Production Shoots and Audiovisual Activities during COVID-19 Pandemic, signed on June 7, 2020, in order to fully align the monitoring and implementation of guidelines with the line agencies.

“Now more than ever, we see the importance of audiovisual as a medium not just to entertain through cinema but to educate as well and with DTI as one of the lead agencies in the JAO, more industries outside the film sector can make use of these protocols for the safe conduct of their audiovisual production shoots,”
Diño added.


“We laud our line agencies for this issuance that  expands the industries covered by the JAO. The Philippine film industry remains one of the hardest-hit sectors by the pandemic and the issuance of government protocols has helped tremendously in encouraging the sector to safely resume their businesses and operations. Furthermore, the JAO has also inspired other allied sectors like live events and performing arts to adapt by treating their live events as content production while waiting for their industry to reopen. We thank DTI, DOH, and DOLE for affirming the government’s commitment to support the industries during these challenging times as well as allowing FDCP to provide inputs on the applicable guidelines and protocols for the film industry,” said
FDCP Chairperson and CEO Liza Diño.


The FDCP welcomes this tripartite government issuance and commends the partner departments for putting focus on the protection of not just film workers but also the rest of the workers in the audiovisual industry.


Among the salient points of the DTI-DOLE-DOH JAO are as follows:


1. Mass gatherings are prohibited, pursuant to DOH Administrative Order No. 2020-0015. 

  • At any given point in time, only a maximum of 50 individuals shall be allowed to partake in public activities in low-risk areas, and as determined by its risk-severity rating, subject to at least 1-meter physical distancing. 

  • However, individuals working on-site must not exceed a total of 100 per day.


2. To monitor and manage Occupational Safety and Health (OSH) within the work environment including COVID-19 site protocols, there must be at least one OSH officer provided for each production venue.


3. Workers must wear their personal protective equipment (PPE), to be provided by producers, such as surgical masks and face shields.


4. Engineering controls must be employed: routine cleaning of frequently touched surfaces and objects, and provision of handwashing stations, hand sanitizers, and footbath mats in all entrances.


5. Interzonal movement for conducting audiovisual productions shall remain prohibited except when the localities have the same quarantine setup as it will be considered as movement within a single quarantine zone. 


6. Emergency Management: Producers must ensure that workers understand that any individual exhibiting flu-like symptoms such as fever, coughing, or chest congestion must immediately inform their production, subject themselves to self-quarantine, and inform their Barangay Health Emergency Response Team (BHERT) or Local Health Office.


7. In accordance with the OSH Standards reportorial requirements, the producer shall furnish the DOLE Regional Office/s having jurisdiction over the shooting location the reports required by the host local government unit (LGU).


8. Pursuant to DOLE Department Order 198, s. 2018, workers or their representatives may report accidents, dangerous occurrences, and hazards, especially possible violations of health and safety protocols, to DOLE Hotline 1349 or to the DOLE Office with jurisdiction over the work area.


The FDCP also thanks the DOH for considering its recommendation submitted last October to increase the number of workers in a production site from 50 to a total of 100 workers per day. In 2020, the FDCP received 525 registrations through the Safe Filming Program, and increasing the number of workers was the sentiment of the registrants. Hence, the FDCP submitted such recommendation to the line agencies.


The national film agency reiterates its cooperation with the government and film and audiovisual industry in promoting safe filming and ensuring compliance with the DOH’s prescribed minimum public health standards amid the COVID-19 pandemic. It vows to continue its support programs for safe filming for the welfare of workers and betterment of the film and audiovisual industry.

Hindi lingid sa kaalaman ng marami ang kuwento ng makulay na buhay ni Pacquiao.

Ilang beses na rin itong naging paksa sa kanyang mga interviews kung saan ikinukuwento niya ang hirap ng kanilang buhay habang lumalaki at nagkakaisip siya sa General Santos City. 

Unang nagpakita ng interes sa boxing si Pacquiao dahil sa sa premyong nagkakahalaga ng P50.00. Nang mga panahong iyon, ang kilo ng bigas ay nasa P6.00. Naging motivation ito ni Pacquiao dahil nais niyang makatulong sa gastusin ng kanilang pamilya. 



Isang tiyuhin ang nagpaliwanag sa batang Pacquiao kung ano ang boxing.

“Wala talaga akong alam sa boxing. ‘Yung uncle ko ang nagsabi sa akin na boxing ‘yun na may world champion, may Philippine champion…

Tanyag na boksingero

Hindi biro ang haba ng taon na tinakbo ng karera ni Pacquiao. Mas lalong hindi biro ang hirap ng training at sakit ng katawan niya sa tuwing tutungtong siya sa loob ng boxing ring.

Pero paano ba niya nagawa at patuloy na ginagawa ang lahat ng ito?

Huling laban ni Pacquaio ay noong Hulyo 2020 kay Keith Thurman kung saan naiuwi niya ang WBA welterweight crown.

Nito namang Enero 25 ay may lumabas na balita sa CNN Philippines tungkol sa possible fight niya laban sa Amerikanong boksingero na si Ryan Garcia na nag-post sa kanyang social media account.









Ang kampo naman ni Sen. Pacquiao ay nag-sabi na kasalukuyang abala at nakatuon ito sa pagtulong sa mga Pilipino upang makabangon mula sa pandemya.

Samantala, tuloy man o hindi ang inaabangang match, isa lang ang sigurado, tuloy ang laban sa buhay ni Pacquiao, para sa sarili, para sa pamilya, at para sa Pilipinas.

Show-stopping Performances on GMA Network's Newest Reality Game Show ‘Catch Me Out Philippines’


BEGINNING February 6, Kapuso viewers are in for a treat as everyday people take  on the challenge of a lifetime with show-stopping performances in an attempt to be hailed as a great pretender on GMA Network’s newest reality game show ‘Catch Me Out Philippines.’ 

Based on the popular UK original and a first in Philippine entertainment, Catch Me Out Philippines follows two amateur contestants who will go through weeks of intensive training with mentors and each with a different performance to master – from aerial silk dance to beatboxing – aiming to trick the viewers and celebrity catchers into believing that they are professional entertainers while performing alongside actual experts. The impostor who manages to dupe the most members of the audience is hailed as winner.  



Catch Me Out Philippines is headlined by no less than well-loved comedian Jose Manalo who is known for his top-notch hosting skills that can liven up any crowd. Joining him is comedienne-singer Kakai Bautista and Kapuso hunk Derrick Monasterio whose witty banter as Celebrity Spotters, together with ten Celebrity Catchers, is sure to amuse and perhaps confuse the viewers in guessing who among the performers is the amateur. 



Jose entices viewers on what to look forward to in this exciting new offering of Kapuso Network, “Isa sa aabangan nila ‘yung routine naming tatlo, kung gaano kami ka-relax sa isa’t isa. Sa GMA rin, thank you, kasi maganda ‘yung pagkaka-mix noong mga tao na pinili nila. Napakagaan katrabaho. At the same time, pag-iisipin ka talaga as a viewer. Kakai, in turn, expresses her excitement upon being chosen as part of Catch Me Out Philippines,
“Noong nalaman ko ‘yung role, na-excite talaga ako. Kasi kaming mga komedyante, people don’t get to see our other side. ‘Yung marunong din sila, hindi lang sila nagpapatawa. Na-excite ako na I will get the chance to state my opinion about something that I really love, which is entertainment, like insights ko sa performances. I’ve been in theater for 20 years now and in showbiz, nabigyan talaga ako ng chance. Meanwhile, Derrick recounts how he relates to the show, “Actually, mare-relate ko ang Catch Me Out sa life ko in the sense na I was an amateur before and then I trained with one of the most prestigious choirs in the world. Na-train ako sa kung anong kaya kong gawin ngayon. Before I entered showbiz, noong nasa choir pa ako, pumupunta kami sa iba’t ibang bahay para kumanta at mag-entertain ng tao. ‘Yun ‘yung similarity ng humble beginnings ko with the show.”

Dingdong Dantes returns to advocate one of the first brands that trusted him as a product endorser


THE star of ‘Descendants of the Sun PH’ (DOTS PH) Dingdong Dantes is once again the brand ambassador of pain reliever brand Medicol.

“I am happy and honored with my new role. The fact that Medicol considered me to be its endorser, while the whole world is in the middle of this pandemic and everything is uncertain; makes me grateful,” opens Dingdong.



Medicol’s brand manager Lisa Angeli K. De Leon happily welcomes Dingdong back. 

“The campaign was launched in July and we are exploring projects we can collaborate on to inspire Filipinos to rise above the challenges that are experienced now, especially with the difficulties brought about by the pandemic. We are happy to be working with Dingdong again.”

It was in 2008 when Dingdong first signed up as an endorser of Medicol and the actor is grateful for the brand’s trust.

“It is a great privilege to be one of Unilab’s brand ambassadors. I am one with them in working towards a healthier Philippines, one quality medicine at a time. I am also of the strong belief that quality health care must be within reach for Filipinos,” he says.


Most-advanced pain reliever

According to De Leon, Medicol has gone through many reinventions since it was introduced to the public in 1979.

He also tapes every Sunday for ‘Amazing Earth.’ And, Dingdong sits on the director’s chair for his wife Marian Rivera’s show 'Tadhana' and other endorsement shoots.

Dingdong is also active in the YesPinoy advocacy where he is the founding chairman, as well as DingDongPH, an online marketplace and delivery app that he just recently launched. 

“This is possible because of my supportive family and community, who appreciate my craft and my contributions to the industries that I belong to.”

Recently, Dingdong celebrated his 40th birthday, albeit quietly with family. 

What else could people expect from the multi-hyphenated personality?

Dingdong remarks, “I would like to think that I am still a work in progress and the best is yet to come. I have so many dreams for my family; for the entertainment industry that has nurtured me to become the best version of myself; and for the communities and sectors where I can extend inspiration and help.

FDCP sponsored the “Screen Talk: Asian Production Bounces Back” webinar and host the virtual Philippine Cinema Night


THE Film Development Council of the Philippines (FDCP) is also the organizer of the Philippine Cinema Night as well as the sponsor of the webinar “Screen Talk: Asian Production Bounces Back” featuring FDCP Chairperson and CEO Liza Diño as one of the speakers.

Another online event of the FDCP during the BIFF is the Philippine Cinema Night on October 27. This Zoom conference will gather government guests, filmmakers, and local and international industry movers in celebration of the Filipino film industry’s participation in BIFF.  


Welcoming Addresses will be delivered by Department of Trade and Industry Secretary Ramon M. Lopez and Department of Tourism (DOT) Secretary Bernadette Romulo-Puyat while the Opening  Address is courtesy of FDCP Chairperson and CEO Liza Diño. 

Through the Philippine Cinema Night, the FDCP will recognize the filmmakers who made it to the prestigious BIFF Official selection as well as the APM participants and ACFM delegates. 

Moreover, the FDCP will have a presentation on QuaranCinema Productions, which are Philippine works that were ideated, created, and screened during the pandemic lockdown. The short film “Heneral Rizal” of  Tanghalang Pilipino and Voyage Studios and the online series “Taguan” of TBA Studios are among the featured works.

Other QuaranCinema Productions are “Lolo Doc, Lola Doc & Ang Dalawang Junior” of Tanghalang Pilipino and Voyage Studios, “Pamanang Pahina” of Tanghalang Pilipino and Anino Shadowplay Collective,  “Oh My Sexual” of Taurean Pictures and Greenlight Studios, “Hello, Stranger” of Black Sheep, and “Gaya Sa Pelikula” of Globe Studios.

Another highlight of the Philippine Cinema Night is the presentation of the ASEAN Co-production Fund (ACOF), the latest initiative of the FDCP’s FilmPhilippines Incentives Program.

This selective fund will grant up to USD 150,000 to feature film co-productions of companies from the Philippines with companies from members of the Association of Southeast Asian Nations (ASEAN). ACOF flyers are also made available at the virtual Philippine Pavilion at the ACFM.

The ACOF launch shows how the BIFF has been a crucial platform for the global track of Philippine Cinema. In 2018, the Philippines was named as the Country of Focus while in 2019, the FDCP launched the “Let’s Create Together!” campaign, a partnership with the DOT.

Finally, the FDCP is the sponsor of the ScreenDaily Talks Live Q&A series webinar entitled “Screen Talk: Asian Production Bounces Back.” It will feature FDCP Chairperson Diño, Singaporean producer and screenwriter Jeremy Chua, South Korean producer Kim Hyo-jeon, and Hong Kong-based producer and production director Jacqueline Liu.


Diño and her fellow speakers will talk about safe filming protocols, production practices in the new normal, film financing trends in Asia, and tips on securing co-production deals during the pandemic. The ScreenDaily Talks webinar, which will be held on October 26, will have Screen International Contributing Editor Wendy Mitchell as the moderator. 


The Philippines is among the 68 countries participating in this year’s BIFF, which is among the largest and most significant film festivals in Asia. Most of the BIFF events are online along with the Asian Film Awards, Forum BIFF, and Asia Contents Awards. 


  



FDCP Leads Philippine Delegation to 'Busan International Film Festival 2020'

MANILA, PHILIPPINES, OCTOBER 25, 2020 — Four films, one film project, and 10 production companies are among the representatives of Philippine Cinema in the 25th Busan International Film Festival (BIFF) in South Korea.


“Death of Nintendo” by Raya Martin, “Cleaners” by Karl Glenn Barit, “How to Die Young in Manila” by Petersen Vargas, and “Kids on Fire” by Kyle Nieva are part of the BIFF Official Selection.

        Sheron Dayoc’s “6th Finger” is the only Filipino project in Busan this year while 10 production companies are part of the Philippine Pavilion spearheaded by the Film Development Council of the Philippines (FDCP).

        “The Busan International Film Festival has been a crucial platform for the global track of the Filipino film industry. This year, the FDCP continues to be one with the BIFF in promoting Asian Cinema especially amid the COVID-19 crisis,” said Diño.

The BIFF, which runs from October 21 to 30, has limited film screenings in Busan while the programs and events concurrent with the festival have been migrated online. 

 

Filipino films show unique local flavor

Of the 192 films in the BIFF Official Selection, the Philippines is represented by two full-length features and two short films. The four Filipino titles have one screening each at the Busan Cinema Center.

“Death of Nintendo” by Raya Martin, a Philippines-United States production that had its world premiere in Berlinale 2020, is part of the A Window on Asian Cinema section together with Karl Glenn Barit’s “Cleaners,” which had its international premiere in Busan on October 21. 

Both coming-of-age films were selected for A Window on Asian Cinema to demonstrate different visions and styles of filmmakers from Asia. “Death of Nintendo” will be shown at the Haneulyeon Theater on October 27.

The two Filipino shorts, “How to Die Young in Manila” by Petersen Vargas and “Kids on Fire” by Kyle Nieva, are in the Asian Short Film Competition of the Wide Angle section for short films, experimental films, and documentaries that show a vast range of cinematic viewpoints and a marked vision.

“How to Die on October 28 while “Kids on Fire” will be shown on October 29. Both shorts, which also deal with the struggles and issues concerning the youth, will be screened in Cinema 2. 


Asian Project Market seeks to boost international collaborations

The FDCP wishes to promote technical and cultural exchanges among local filmmakers and their global counterparts, and one way of doing so is through project market participations.

The Asian Project Market (APM), which will be held online from October 26 to 28, gathers emerging filmmakers of feature film projects so that they can meet international investors, producers, and distributors and land co-production opportunities.

Lone Filipino project “6th Finger,” which has Sheron Dayoc as director and Alemberg Ang as producer, aims to garner international partnerships while it is still in the development stage. 

The project under VY/AC Productions and Southern Lantern Studios revolves around a 10-year old boy with a sixth finger, who has been subjected to bullying. He comes from a remote village where a mysterious plague takes the lives of children.

Kaya very timely and relevant ang bagong public service campaign ng Unilab, Inc. na may pamagat na "Malasakit Para Sa Isa’t Isa." Layunin nito na paigtingin ang nasimulang kampanya ng DOH laban sa coronavirus.

Kaya naman ang mga brand ambassador ng Unilab na sina Jodi Sta. Maria at Dimples Romana ay nag-post din ng nasabing public service ad sa kani-kanilang social media pages upang palaganapin ang mensahe nito na talaga namang akmang-akma sa kasalukuyang panahon ng pandemya.

Patuloy namang umaani ng mga biyaya ang dalawang mahuhusay na aktres na sa kabila ng mga nangyayari hindi lang sa mundo ng showbiz kundi pati na rin sa buong mundo mismo ay nagbibigay sila ng inspiration bukod sa mga paalala.
